Montana Secretary of State's 2006 Ballot Issues page can be found here -- It lists both the proposals that have made the ballot as well as those that didn't. Information included at this site includes the author, ballot type, its current status, and how well the signature gathering did if applicable.

C-43, Constitutional amendment; This would change the name of the state auditor to the insurance commissioner.

CI-97, Proposed Constitutional Initiative, Removed by judicial order "Stop Over Spending Montana"; This measure restricts increases in state government spending by adding a spending limit to the Montana Constitution. Total increases in appropriations by the legislature would be limited to the combined change in population and inflation, unless the spending limit for any previous biennium would be higher. The legislature could not exceed this limit without voter approval.

CI-98, Proposed Constitutional Initiative, Removed by judicial order"Judicial Recall Montana"; This measure amends the Montana Constitution to provide for recall by petition of state court justices or judges for any reason.

I-151, Proposed Statutory Initiative, "Raise the Minimum Wage"; This measure raises the state minimum wage to the greater of either $6.15 an hour or the federal minimum wage. This measure also adds an annual cost-of-living adjustment to the state minimum wage. Under existing law, the state minimum wage is equal to the federal minimum wage, which is $5.15 an hour with no cost of-living adjustment. This measure does not change the $4.00 an hour minimum wage for a business whose annual gross sales are $110,000 or less. This measure would take effect January 1, 2007.

I-153, Proposed Statutory Initiative, Prohibition of Lobbying by Former Government Insiders, " This measure prohibits former state legislators, appointed officials, department directors, elected officials and their personal staff, from becoming licensed lobbyists within 24 months after departure from state government.

I-154, Proposed Statutory Initiative, Removed by judicial order"Protect Our Homes Montana", Current law allows state and local governments to take or damage private property for public use, on payment of just compensation. First, this initiative requires governments to waive any new regulation that reduces property values, unless they compensate owners for the reduced value. This requirement does not apply to public health and safety. Second, this initiative prohibits governments from taking private property if they intend to transfer an interest in the taken property to another private party. This prohibition does not apply to private utility, water, transportation, and mining projects currently defined as public uses.
